Does the Two-Minute Rule Work?

TL;DR

  • Two rules share the name. David Allen’s (2001) is an inbox heuristic: if doing the thing takes less time than filing it, do it. James Clear’s (2018) is a habit-starting trick: shrink the first step until it fits in two minutes.
  • Neither version has been tested. Literal searches for «two-minute rule» in PubMed, Europe PMC, OpenAlex and Crossref return CPR guidelines, fall-assessment checklists and one radiology opinion piece. Zero trials, zero threshold experiments. Grade: Untested.
  • The number is a guess. Allen calls it «the efficiency cutoff» and «just a guideline»; nobody has measured where the cutoff sits.
  • The nearest measured idea is the if-then plan: name the cue and the first physical action in advance. Across 94 tests the effect on reaching a goal was d = 0.65; a 2025 update on 642 tests puts it between 0.27 and 0.66.
  • Online, 72 of 110 top-ranking pages sell the rule as a proven cure for procrastination, 19 call it science-backed, and none cites a study of the rule.

A yellow sticky note reading «call dentist» spent three weeks on the edge of my monitor. The call, when I finally made it, took ninety seconds. In those three weeks I had looked at the note perhaps forty times and felt a small pinch of guilt each time. Add up the looking and the pinching and the note cost more than the call. That arithmetic is the whole of the two-minute rule. This article asks a narrower question: has anyone checked whether the rule does what its fans say it does, which is beat procrastination?

Two rules, one label

The name belongs to David Allen, an American productivity consultant whose book Getting Things Done came out in 2001. His rule lives inside a very specific moment: you are sitting with a pile of incoming stuff (letters, emails, scraps of paper) and deciding what each item is. Allen’s version, as he describes it on his own site, is that if the next action «would take you less than two minutes to do it», you do it on the spot, because «it would take you longer than two minutes to look at it again and review it and reflect on it later on» (Allen, 2020). In an interview with SUCCESS magazine he put the same logic more bluntly: an action you can finish in two minutes should be done «right then because it’ll take longer to organize it and review it» than to do it (Allen, SUCCESS interview).

Notice what kind of claim that is: a claim about bookkeeping overhead. A to-do system has running costs, and below some size of task the running costs exceed the task. That is true of any filing system, and it would be true if the cutoff were ninety seconds or four minutes. I have not opened the 2001 edition myself; readers’ highlights quote Allen calling two minutes «the efficiency cutoff» and, elsewhere, «just a guideline». Nobody, Allen included, has claimed to have measured it.

Seventeen years later the American writer James Clear borrowed the label for a different idea in Atomic Habits (2018). His rule reads: «When you start a new habit, it should take less than two minutes to do» (Clear, 2018). «Read before bed» becomes «read one page»; «run three miles» becomes «tie my running shoes». Clear’s footnote credits Allen, but the two rules point in opposite directions. Allen’s rule is about finishing small things so they stop cluttering a list; Clear’s is about beginning large things by pretending they are small. Sites that explain «the two-minute rule» usually blend the two.

Literal phrase searches, counts as returned by each index. Crossref ignores quotation marks and returns 1.9 million loose matches for the first query, topped by a 1922 book on two-minute trotting horses; PubMed without quotes gives 379 records, none about the productivity rule.

I opened every hit that looked like it might be about tasks. The one PubMed record pairing the phrase with «habit» is a four-page commentary in Abdominal Radiology in which two radiologists recommend a «micro-habit toolkit» from Clear’s book; it contains suggestions and no data (Shnayder-Adams & Sekhar, 2021). A 2024 survey of Palestinian nurses mentions the rule in its introduction and then measures something else. A randomised trial that contains the phrase uses it for a different two minutes entirely: a resilience course in which participants give a family member «undivided attention» for two minutes on arriving home.

The closest thing to an academic treatment is a 2008 paper in Long Range Planning by two complexity researchers at the Free University of Brussels, who tried to map each GTD habit onto cognitive science. On the two-minute rule they offer a mechanism: considering an item «already sets up a mental context around that item», and a short action is easiest inside that context; file it for later and the context has to be rebuilt, «which may take more time than the two minutes» (Heylighen & Vidal, 2008). It is a plausible story and, in the authors’ own framing, an argument rather than a measurement; no participant in that paper did anything.

So the ledger reads: one name, two rules, twenty-five years, and zero experiments in which anyone was told to use it and compared with anyone who was not. The grade says nothing about whether it would fail; it records that nobody has looked.

The science that 19 pages promise

Since the databases were empty, I read the internet instead: 110 pages from the top of the search results for eighteen phrasings of the question, opened one by one. Seventy-two present the rule as a working or proven cure for procrastination with no caveat. Twenty recommend it with a warning (do not let it interrupt deep work; it fails for people with ADHD). Eight argue against it, mostly because two-minute tasks breed. Ten are about a different two-minute rule altogether.

Nineteen of the 72 use the words «science», «research», «proven» or «backed by psychology». Behind the word you usually find an uncited statement that starting is the hardest part, or dopamine (finishing a small task «releases a small dose of dopamine», and this is said to build momentum). One page goes further and invents a number. It states that «research from the American Psychological Association» shows small immediate actions «reduce cognitive load by 40%». The APA has published no such figure, the page cites nothing, and a search for the sentence turns up only copies of the same blog.

Not one of the 110 pages cites a study in which the two-minute rule was tried on anybody. The ones that name research point sideways: to Zeigarnik, to Gollwitzer, to Steel’s figure that a fifth of adults are chronic procrastinators. Those pointers are where the evidence for and against the rule lives, so I followed them.

1927, and the half of it that survived

The usual crutch is the Zeigarnik effect. In Berlin in the 1920s Bluma Zeigarnik, a Lithuanian student of Kurt Lewin, gave people small tasks, interrupted some, and later asked what they remembered; the interrupted ones came back more often (Zeigarnik, 1938). Productivity writers turn this into «open loops drain your brain, so close the small ones now». A colleague in the same lab, Maria Ovsiankina, ran the companion study: leave people alone after an interruption and they tend to go back and finish (Ovsiankina, 1928).

In 2025 two psychologists at the University of Bern pooled every study of both effects they could find, and the century-old pair split in two. The memory advantage for unfinished tasks, the Zeigarnik half, did not hold up: «we found no memory advantage for unfinished tasks», and the effect «lacks universal validity», possibly because the original depended on an authoritative experimenter and an era of obedient participants. The resumption half held: there is «a general tendency to resume tasks» once begun (Ghibellini & Meier, 2025).

Read that against the two rules. Allen’s version leans on the half that collapsed, the small unfinished task that supposedly nags at memory. Clear’s borrows from the half that survived: once the shoes are tied, something pulls you towards the run. The meta-analysis says nothing about two minutes, and its tasks were puzzles and clay figures rather than tax returns, so it is no verdict on either book. If you want one century-old finding to lean on, it is Ovsiankina’s, and it favours starting over tidying.

The tested neighbour: d = 0.65

Strip Clear’s rule down and it says: decide in advance what the first physical action is, and make it small. A research programme is built on almost that sentence, minus the timer. Peter Gollwitzer, a German psychologist who by 2006 held posts at New York University and the University of Konstanz, had named it the implementation intention in the 1990s: an if-then sentence naming a cue and a response («If it is 7 a.m. and the kettle is on, then I open the manuscript»). In 2006 Gollwitzer and Paschal Sheeran pooled 94 independent tests and found that forming such a plan raised goal attainment by d = 0.65, a medium-to-large effect, and that the plans worked partly by «promoting the initiation of goal striving» (Gollwitzer & Sheeran, 2006).

In plain terms, 0.65 means the average person with a plan finished ahead of roughly three quarters of the people without one: a difference you would notice in a room of thirty. The 2025 update by Sheeran, Olivia Listrom and Gollwitzer, now on 642 tests, is more sober: effects range from 0.27 to 0.66 depending on whether you measure thoughts, feelings or behaviour, and they are larger when the plan has the if-then shape, when the person wants the goal, and when the plan is rehearsed (Sheeran, Listrom & Gollwitzer, 2025).

It has been pointed at procrastinators directly. At Hofstra University, 152 students who had agreed to show up for an experiment were split; half wrote an if-then plan for getting there. Those with a plan were «nearly 8 times more likely to keep their appointments», high scorers on a procrastination inventory included (Owens, Bowman & Dill, 2008). Frank Wieber and Gollwitzer’s chapter on procrastination in an Oxford volume prescribes the same sentence: plan «when, where, and how one intends to initiate a goal-directed action that one is at risk of putting off» (Wieber & Gollwitzer, 2010).

Here is the boundary. An if-then plan and a two-minute habit overlap in the part that matters: a concrete, pre-decided first action tied to a cue. The literature tested the plan and never the timer. No study in either meta-analysis varied the size of the first action, so «under two minutes» remains Clear’s guess about where small becomes small enough.

Why «just do it now» meets resistance

Allen’s version has a different problem, and it shows up in the largest review of why people procrastinate at all. Piers Steel, at the University of Calgary, pooled 691 correlations in 2007. Among the strongest and steadiest predictors was task aversiveness, how much a person dislikes the task: r = .40 with putting a specific task off, across eight studies and 938 people, and the same .40 for finding life’s chores unpleasant in general (Steel, 2007). A correlation of .40 is middling: strong enough to see in a scatterplot, weak enough that plenty of people who hate a task do it anyway.

Duration and aversiveness are different axes. My dentist call was ninety seconds long and I avoided it for three weeks, because the ninety seconds contained a conversation I did not want to have. Allen’s rule sorts by duration; procrastination sorts by dread. The sticky note that survives on your monitor is the one where the two axes disagree, which is why the rule feels like magic on emails and does nothing for the dentist, and why so many of the 110 pages drift into a third rule («work on the dreaded thing for two minutes, then stop») that is Clear’s idea wearing Allen’s name.

One line of experimental work does manipulate what starting is worth, and it shows the shape a real test would take. Falk Lieder and colleagues, working in Tom Griffiths’s computational cognition group, built a to-do list that computed, for each task, how much it advanced a long-term goal, and displayed that as points. Across four experiments, people using it «procrastinate less, complete their work on time and waste less time on unimportant tasks» than people with an ordinary list (Lieder, Chen, Krueger & Griffiths, 2019). Nothing in it says two minutes; the lever there is the payoff of starting, a different lever from the size of the first step.

The shift: Stop treating the rule as one thing. Allen’s is an inbox filter that works on overhead and will not touch dread; Clear’s is an untested cousin of a well-tested idea, the pre-decided first action.

First move: Take the item that has outlived three sticky notes. Ignore how long it takes. Write one sentence in the shape the 642 tests used: «If [time and place], then I [one physical action]». Make the action small if you like; the size is your call, since nobody has measured it.

Why nobody has run the test

The experiment would be cheap (three groups, three sizes of first step, one habit, sixty days), and my guess at why it does not exist is that the rule has never needed it. Both books sold on the reader’s own experience of a cleared inbox or a first page read, and a rule that feels obviously true attracts fans rather than funding. The Zeigarnik effect sat in textbooks for ninety years before anyone pooled the replications and found the memory half missing. The two-minute rule may fare better when someone finally looks; the grade records that nobody has.

The boring bottom line

The two-minute rule is two pieces of reasonable advice that share a name and have never been tested. Allen’s number is an admitted guess about filing overhead; Clear’s is a guess about how small a first step must be. The nearest measured relative, the if-then plan, has 642 tests and effects between 0.27 and 0.66, and never mentions a clock. Use the rule for your inbox if it helps, borrow the plan for the thing you dread, and when someone tells you science has settled it, ask for the study, because there is none.
